I, however, hate it. I am not creative, so my gifts end up being the worst ones. That's where you come in.

Nowhere in our guidelines does it has that the gift has to be homemade by us.

I'm sorry to inform you that a well built, fully functioning website built by a professional for $200 inside the US. That said you can find persons in India–this is literal and not sarcastic–willing to do exactly this for your asking price, though most likely not with a hint of the skills a well versed designer can provide. Most designers wouldn't even provide a Photoshop file for you to turn into a site yourself for $200. Beyond that though, you're asking for a flash driven site with a custom back end to support it. Not to mention the actual design on top of all the scripting involved. Regardless though if this is for a business you're most likely better off with a primarily static site driven by an open source CMS anyways. But if you want to keep getting fleeced for $200 at a time by every 'professional designer' who comes along with a long list of promises you most likely will follow along the same path you're on.

You're also asking for two different persons. You want a graphic designer to create your site and you'd also like a programmer to do the backend so you can update it and the flash will actually load dynamic content. They're all wrapped up inside this magical unicorn of a person frequently referred to as a web designer. Please get it straight, a maintenance man is not a pilot is he? A construction worker is not an architect, am I right? Then why is a graphic designer a programmer? And why do they work for peanuts when they are a jack of all trades?

Now to address the delusional individual who believes that $200 is plenty for the six hours it will take to design this site,

Are you mad? What site on earth has ever taken six hours to design, especially in flash? Lets also consider the back end here, you must be insane. Yes $33 an hour is amazing, if you're a high school student who downloaded Adobe CS4 last weekend and deems himself a web design guru. On what planet does any part of this take six hours? My guess is you're exactly the type of person the original poster has dealt with in the past. Setting an insane deadline and promising the project on budget, without considering the staggering amount fo work involved. You'll pick up the project and quickly become overwhelmed by the sheer amount of things you hadn't considered before firing off your half-assed proposal to the half-assed work order.
